FMIST, BPSR STRENGTHEN COLLABORATION TO ADVANCE PUBLIC SERVICE REFORMS AND INSTITUTIONAL INNOVATION
The Federal Ministry of Innovation, Science and Technology (FMIST) and the Bureau of Public Service Reforms (BPSR) have reaffirmed their commitment to deeper institutional collaboration aimed at strengthening governance systems, enhancing public service efficiency, and advancing reform-driven national development.
This formed the focus of a strategic courtesy visit by the Director-General/Chief Executive Officer of the Bureau of Public Service Reforms (BPSR), Dr. Dasuki Ibrahim Arabi, FCIPM, FCE, MNIM, and his delegation to the Permanent Secretary, Federal Ministry of Innovation, Science and Technology, Dr. Mukhtar Yawale Muhammad, MFR, mni, in Abuja.
Welcoming the delegation, the Permanent Secretary described the visit as timely and significant, particularly at a period when public institutions are expected to adapt more effectively to evolving governance demands, technological shifts, and the increasing need for efficient service delivery.
Dr. Mukhtar Yawale Muhammad commended the Bureau for its sustained contributions to Nigeria’s public service reform journey, particularly in the areas of performance management, institutional restructuring, enterprise content management, mentorship, succession planning, and broader capacity development initiatives across Ministries, Departments, and Agencies (MDAs).
He noted that strengthening governance systems requires practical collaboration between reform-focused institutions and innovation-driven agencies, especially in building public institutions that are responsive, efficient, and aligned with contemporary national development priorities.
The Permanent Secretary further emphasised the important role of science, technology, and innovation in improving governance processes, driving operational efficiency, and supporting the development of practical solutions that positively impact the lives of citizens.
Earlier in his remarks, the Director-General of BPSR, Dr. Dasuki Ibrahim Arabi, congratulated the Permanent Secretary on his appointment and formally welcomed him to the Ministry, while expressing confidence in the opportunities for stronger collaboration between both institutions.
Dr. Arabi highlighted the Bureau’s mandate in initiating, coordinating, monitoring, and assessing public service reform initiatives across the Federal Government, stressing that effective reforms must remain dynamic in responding to emerging governance realities, digital transformation requirements, workforce development needs, and institutional performance expectations.
He emphasised the need for sustained investments in staff capacity development, digital competencies, cybersecurity awareness, and stronger reform implementation structures across MDAs, noting that meaningful institutional progress depends on both sound policy direction and the preparedness of the workforce responsible for implementation.
The BPSR Director-General also encouraged closer engagement between both institutions in exploring innovation-driven approaches that can improve governance systems, strengthen service delivery, and support broader public sector modernisation efforts.
As part of the engagement, the Bureau presented a selection of institutional resource materials to the Permanent Secretary, including publications focused on mentorship in the public service, succession planning, reform implementation, and performance assessment frameworks designed to support institutional effectiveness across government establishments.
The meeting concluded with a shared commitment to sustained collaboration in promoting effective governance systems, stronger institutional performance, and reform-oriented public service delivery in support of national development objectives.
