Federal Ministry of Art, Culture, Tourism and Creative Economy Signs Landmark MOU to Strengthen Creative MSMEs and Expand Global Opportunities
The Federal Ministry of Art, Culture, Tourism and Creative Economy, under the leadership of THE HONOURABLE MINISTER OF ART, CULTURE, TOURISM AND THE CREATIVE ECONOMY, Barr. Hannatu Musa Musawa, has signed a strategic Memorandum of Understanding with Oze Inc, Dare to Innovate and IGA Nigeria Ltd under a consortium framework to strengthen Micro, Small and Medium Enterprises across Nigeria’s creative, cultural and tourism sectors.
The strategic, non binding partnership establishes a structured pathway to engage the African Development Bank through an Economic Sector Work focused on MSME resilience, financial inclusion and digital capacity within the Orange Economy. The engagement is designed to unlock development financing, generate credible sector data and support scalable programmes that improve productivity and sustainability for creative businesses nationwide.
The initiative reflects the Honourable Minister’s strong commitment to public private partnerships as a core governance approach, ensuring that government works directly with industry players rather than in silos. This approach aligns with the vision of President Bola Ahmed Tinubu’s Renewed Hope Agenda, particularly its focus on youth empowerment, innovation, inclusive growth and economic diversification through enterprise development.
The partnership also reinforces Nigeria’s growing global creative presence, exemplified by the international visibility of Nigerian British designer Tokyo James at Milan Fashion Week. His success demonstrates how African creativity, grounded in cultural heritage and craftsmanship, can compete at the highest global levels when supported by structure, policy credibility and institutional backing. The MOU seeks to ensure that such global exposure translates into tangible economic value for Nigerian creatives and local value chains.
In her remarks, the Honourable Minister emphasised that Nigeria’s creative sector has long shown resilience and excellence through individual effort, often without formal structures. She noted that the role of government is now to institutionalise that success by providing policy leadership, facilitating access to financing and supporting evidence based interventions that deliver measurable results.
The Economic Sector Work to be pursued under this partnership will provide data driven insights to guide policy reforms, strengthen investor confidence and position Nigeria as a priority destination for creative economy financing. This evidence based approach will also support future donor and multilateral engagement while improving coordination across creative value chains.
This strategic collaboration affirms the Federal Ministry of Art, Culture, Tourism and Creative Economy’s resolve to transform creativity into structured productivity and position Nigeria’s creative industries as resilient, investment ready and globally competitive drivers of national development.
